Abstract
This study aimed to assess the contribution of Customs Operations Officers (COOs) in improving revenue monitoring systems within the Bureau of Customs (BOC), with a focus on enhancing financial accuracy and ensuring compliance with revenue laws. Specifically, the research sought to examine the profile of COOs, their involvement in revenue monitoring activities, the effectiveness and challenges of the current monitoring systems, and identify recommended strategies to strengthen operational efficiency and institutional integrity.A quantitative-descriptive research design was employed, utilizing a structured survey questionnaire administered to purposively selected COOs from key units such as the Revenue Accounting Division, Post-Clearance Audit Group, and Port Operations. The instrument included items on financial accuracy, compliance practices, and system efficiency, and was validated through expert review and reliability testing using Cronbach’s Alpha.
The findings revealed that COOs are mostly mid-career professionals with relevant training and consistent use of automated systems. Respondents strongly agreed that their actions contribute significantly to the accuracy of customs collections, audit trail integrity, and compliance enforcement. While the revenue monitoring systems are perceived as effective, key challenges remain, including redundant procedures, system delays, and inconsistent implementation across offices. Officers strongly supported strategies such as institutionalized training, centralized digital systems, improved inter-agency coordination, and performance-based incentives.The study concludes that COOs are vital to the operational success of the BOC’s revenue monitoring efforts. Their strategic involvement directly affects the institution’s capacity to prevent revenue loss and ensure regulatory compliance. It is recommended that the BOC prioritize training, streamline procedures, enhance technological integration, and recognize outstanding officer performance to further strengthen institutional efficiency and financial accountability.
